Mark P. Fallaw

Mark Fallaw was appointed Chief of Police for the Town of North on September 9, 2002. Established in 1892, North is located in Orangeburg County and is approximately thirty-four miles south of Columbia, South Carolina and has a population just over eight hundred residents.

The North Police Department is comprised of three full-time sworn police officers, two reserve police officers, and one civilian employee. The North Police Department is a proactive department with a primary focus of promoting a community-oriented policing concept. The Department provides safety education seminars, investigates and prosecutes all criminal offenses and provides victim assistance for any victim of crime.

Prior to joining the North Police Department, Chief Fallaw served in various capacities for municipal, regional and county law enforcement agencies. His 24-year governmental public service record has given him experience in traffic enforcement, accident and reconstruction investigations, narcotic investigations, as well as arson, burglary and homicide investigations. He has nearly two decades of experience in supervisory, management and leadership positions and more than fifteen years of law enforcement teaching experience. Additionally, Chief Fallaw has also taught safety and educational seminars to preschool through college in both public and private schools for the past seventeen years.

For the past thirteen years, Chief Fallaw has focused on risk management and liability assessment for law enforcement executives. His background has afforded him the opportunity to review policies and procedures for other agencies and includes liability review for civil actions. Most recently, Chief Fallaw was the chief executive law enforcement administrator for the Columbia College Police Department in Columbia, South Carolina where he developed and implemented policies and procedures that enabled the department to be an accredited law enforcement agency. Additionally, Chief Fallaw spearheaded efforts to have the South Carolina Legislature amend Title 59, Chapter 116 of the South Carolina Code of Laws in its entirety in an attempt to reduce civil liability for all private college police departments throughout South Carolina. Through his efforts, Chief Fallaw has established a positive rapport with agencies, organizations, and leaders in South Carolina and has implemented mutual aid agreements to further assist in limiting liability for departments.

A native of South Carolina, Chief Fallaw holds an Associate degree in Criminal Justice Technology from Midland’s Technical College in Columbia where he graduated magna cum laude. He was also a College Ambassador and President of Phi Theta Kappa. Chief Fallaw also holds a Bachelor of Arts in Public Affairs with a minor in Political Science from Columbia College where he graduated with a 3.9GPA.

In addition to his formal education, Chief Fallaw has completed numerous investigation, supervision and executive management courses sponsored by the South Carolina Criminal Justice Academy, the South Carolina Law Enforcement Division, the South Carolina Fire Academy, the National Fire Academy, the United States Department of Justice and the Federal Bureau of Investigations.

Chief Fallaw is an active member and committee member for the South Carolina Law Enforcement Officer’s Association as well as a past member, committee chair and executive office holder for the South Carolina Campus Law Enforcement Association. He is a member of the South Carolina Police Chiefs Association, the National Police Chief’s Association and the International Association of Chiefs of Police. Chief Fallaw currently serves as Past President for the South Carolina Police Chiefs Association. Chief Fallaw also serves on numerous safety and educational committees, organizations and associations throughout South Carolina. Chief Fallaw has been recognized for outstanding accomplishments in leadership, management, and training and for his knowledge, expertise and contributions to law enforcement and civic organizations. In December of 2007, Chief Fallaw was honored and named a Featured Professional by Midland’s Technical College for his educational accomplishments as well as for contributions to the law enforcement community.

Chief Fallaw’s most recent contributions to the Town of North include the implementation of the North Police Department Policy and Procedure Manual© which incorporates nationally recognized standards and criteria by the Commission on Accreditation for Law Enforcement Agencies, a reformed set of safety guidelines for officers dealing with bloodborne and airborne pathogens and the re-codification of the entire North Town Code©. Fallaw pledges to continue to maintain high standards in promoting the effectiveness and efficiency of the department and vows to continually strive to build positive relationships in the community.
